Every published HIPAA cost figure we could find — one source per row, quoted faithfully, with dates. No invented averages, no "typical cost" presented as measured data.

What we can honestly say
- Assessor fees are not published. No HIPAA assessment firm publishes its fees, so there is no measured market average. Our cost guide's bands are planning estimates (Sept 2026) with a disclosed formula — not quotes.
- Penalties are statutory and public: civil money penalties run up to roughly $68,000 per violation with an annual cap over $2 million per identical violation category (HHS, inflation-adjusted annually).
- Settlements are public: Anthem $16M (2018), Premera $6.85M (2020), Excellus $5.1M (2021) — with risk-analysis failures recurring in OCR's findings.
- There is no HIPAA certification to price. Anyone quoting you a "HIPAA certification cost" is pricing their own badge. What you buy: risk analyses, readiness work, program builds, and (separately) HITRUST assessments.
What this report is not. This is a ledger of published figures, not a survey. We do not publish a single "average HIPAA cost" because no representative dataset exists publicly. Anyone quoting you an "average" is synthesizing — ask for their sources.

Figures were read directly from the linked pages in September 2026 and quoted faithfully. Source dates are taken from page stamps. If a source updates its figures, tell us and we'll correct the ledger with a date note.
